摘要: 现代核电站的设计、制造、运行和管理技术日臻完善, 但仍然无法排除意外故障或人为安全隐患。结合我国国情, 提出一种切实可行的发展核电的新方案: 在我国西部沙漠地区建设地下、半地下以及山体洞穴隧道式核电中心, 并探讨了这一方案的优势及可行性, 为我国未来制定更加安全可靠的国家能源战略提供了一种建设性的参考意见。

Abstract: Although the design, construction, operation and management of modern nuclear power plants (NPPs) are approaching perfect, accidental malfunctions and/or mistakes on safety issues cannot be absolutely excluded. Considering China’s conditions, the authors provide a new practical proposal, i.e., to construct underground, semi-underground and/or mountain-tunnel structured NPP clusters in the western deserts of China. The advantages and feasibility of this proposal are carefully discussed. This study offers a constructive roadmap on developing a safer and more reliable energy strategy for the future of China.
