摘要: 绿色基础设施(GI)是将土地开发与生态保护结合起来、以网络结构高效解决生态保护问题的精明保护策略, 并且通过评价生态保护优先级确保生态保护规划有计划、分阶段地实施。作者在阐释GI网络结构优势的基础上, 归纳了其评价保护优先级的标准和方法, 包括有效性、高效性和现实性3个方面因素, 兼顾生态、社 会、经济各方面的效益。GI将保护和开发相结合的精明保护理念、网络化的保护框架以及保护优先级评价的方法值得我国生态保护和规划领域借鉴。GI评价保护优先级的技术方法还有待完善。

Abstract: Green infrastructure (GI), as a smart conservation strategy, has been successful in balancing ecological conservation and land development. Except for its flexible structure of ecological networks, identifying conservation priority is an important step to make the conservation plan more feasible. The author summarizes the advantages of GI network as well as the criteria and method of priority setting in GI practices. The priority evaluation gives consideration to ecological benefit as well as social and economical influence. The criteria can be concluded as effectiveness, efficiency and feasibility. The experiences from GI practices including conservation-development-balanced strategy, the conservation network and its priority evaluation could provide reference for other conservation planning.
